Paid Memberships Pro: worth it for flexible memberships, not turnkey VAT compliance

Paid Memberships Pro is a real membership platform, not just a paywall shortcode. It creates membership levels, recurring or one-time pricing, trials, expiration rules, checkout and account pages, member records, discounts, emails, and payment gateway connections. Its free core is unusually useful for testing a membership idea: you can restrict posts, pages, categories, blocks, shortcodes, and custom applications without immediately committing to a paid plan.

The strongest part is flexibility. A level can be free, lifetime, one-time with an expiration date, monthly, annual, or a trial that later starts billing. Since version 3.0, members can hold multiple membership levels through level groups, which is useful for combining access to separate products or services. Developers also get documented hooks, filters, REST/API-related tools, and the pmpro_hasMembershipLevel() function for custom applications. That makes PMPro a better fit than MemberPress when your access model is unusual or you expect to customize the site.

The VAT Add On is useful, but the marketplace claim needs narrowing. It adds an EU country selector at checkout, calculates VAT using built-in country rates, and lets customers enter a VAT number. VAT numbers are validated through the European Commission SOAP service. The add-on also supports GeoIP Detect for automatically identifying a customer’s country. Those are practical features for a straightforward EU membership checkout, but they do not turn PMPro into a complete tax-compliance system.

The important limitation is that the rates are maintained inside the add-on. Paid Memberships Pro’s own documentation says reduced or special EU rates require changing the values with the pmpro_vat_by_country filter. The documented default rounding is two decimal places. The developer also notes that UK VAT numbers cannot be checked through the EU validation service and are handled by format checking instead. In other words, the add-on can calculate a tax amount, but you still need to confirm your tax treatment, evidence requirements, invoicing process, and rate changes with an accountant.

There are other annoyances. PMPro separates memberships from payment subscriptions, so changing a member’s level does not automatically mean the gateway subscription changed. That distinction is documented, but it is easy for administrators to misunderstand. The setup is also less self-contained than MemberPress: important functions commonly arrive through add-ons, and the most convenient bundle is currently the Standard plan at $49 per month or $499 per year. The free plan remains suitable for DIY sites, but premium features and support are not included.

Compared with MemberPress, PMPro offers a stronger free starting point and more explicit developer customization, while MemberPress is generally the easier choice for a guided commercial setup. Restrict Content Pro is a cleaner alternative for simpler content restriction, but PMPro has a broader membership ecosystem. WooCommerce Memberships is the better fit when memberships are tightly tied to a product catalog, orders, shipping, or WooCommerce coupons.

Verdict: choose Paid Memberships Pro when flexible membership logic matters and you are comfortable configuring an ecosystem. Choose it with the VAT Add On only when you will verify the tax rules yourself; do not buy it expecting automatic legal compliance or finished invoicing.
